Description

A nice feature would be the modification of properties that specify a timeout or interval value, to include a unit quantifier rather than always assuming some base unit of time. For example: where currently the parameters passed into monitor type classes are specified in esoe.config as seconds, these could be changed to 15s or 15m or 15h, depending on what granularity of time units you wish to use.

This will eliminate the need for admins to do the calculation of seconds to whatever unit of time they really want to use.

NOTE: I suggest that a util class be created for parsing of these parameter strings and called locally in the various constructors, to reduce duplication of code.
